UNCAC SECOND CYCLE PEER REVIEW – PUBLIC UPDATE

We are pleased to share an important milestone in our country’s ongoing commitment to transparency, accountability, and integrity through the United Nations Convention against Corruption (UNCAC) Implementation Review Mechanism. Ethiopia has been undertaking the second cycle peer review by two states parties of conference (COSP) and very recently finalized the processes during In-Country Visit conducted in April 14-16, 2026. The Second Cycle Review focuses on two critical pillars of anti-corruption efforts: Preventive Measures (Chapter II) and Stolen Asset Recovery (Chapter V). This review was conducted through a constructive peer-review process, where two fellow States Parties assess national systems, institutions, and practices. The process included a self-assessment, expert desk review, and direct dialogue—often complemented by a country visit.

INTERNATIONAL COOPERATION AND PEER LEARNING

The engagement with peer reviewing countries reflected the spirit of mutual trust, equality, and shared responsibility that underpins UNCAC. The review process was undertaken based on the culture of non-adversarial and non-punitive; focused on identifying good practices, gaps, and technical assistance needs; and designed to promote experience-sharing and international cooperation. Through this collaborative exercise, valuable insights were exchanged to strengthen national anti-corruption frameworks and align them with international standards.

FROM REVIEW TO REFORM

The UNCAC review mechanism serves as a global benchmark for assessing progress and guiding reforms. It generates a comprehensive country review report; an executive summary (will be publicly available) and actionable recommendations to enhance institutional effectiveness. These outcomes support evidence-based policymaking and reinforce accountability mechanisms across sectors.

STRENGTHENING TRANSPARENCY AND IMPACT

The second cycle review—extended to ensure inclusivity and quality—continues to advance global anti-corruption efforts, with stronger emphasis on transparency, stakeholder engagement, and follow-up implementation.

Our country reaffirms its strong commitment to implementing UNCAC provisions effectively; enhancing preventive systems and safeguarding public resources; promoting transparency, citizen engagement, and institutional integrity. We extend our sincere appreciation to the peer reviewing countries, experts, and partners for their constructive collaboration and valuable contributions throughout this process.

The UNCAC Second Cycle Review is not an endpoint—but a strategic step toward sustained reform, stronger institutions, and a corruption-resilient society. Together, through partnership and accountability, we shall continue advancing the global fight against corruption.
